Founded in 1994, the Law Offices of Steven R. Bio

 

Steven R. Ballinger was licensed in the State of Florida to practice law in 1983.  He has practiced in South Florida since that time, concentrating on various apects of health care law, including administrative licensing, health care contracting, and compliance. 

 

Mr. Ballinger has held a number of teaching appointments in graduate programs including teaching law related courses in the  Masters of Science in Health Services Administration Program  and the Masters in Public Health at Barry Universtity.  He currently teaches Risk Management at the Barry University School of Podiatric Medicine and Accreditation and Licensing in the MSHL Health Law Program at the Shepard Broad Law Center at Nova-Southeastern University .

 

Mr. Ballinger’s legal experience includes:

               

  • Representation of individual physicians and corporate entities in various transactions and business relationships, including partnerships, professional corporations, practice associations and joint ventures.

  •  Appearances before the various licensure boards, including the Board of Medicine, Board of Osteopathic Medicine, Board of Chiropractic, Board of Dentistry, Board of Psychological Examiners, etc.  Extensive experience in Administrative Litigation includes the investigative stage through formal hearings before Federal Administrative Law Judges and the Florida Division of Administrative Hearings, including HHS exclusion and allegations of fraud, malpractice, professional incompetence, practicing while impaired and many other issues.

  • Representation of health care providers and entities in various aspects of Administrative Law, including representation before the Florida Department of Health, The Agency for Health Care Administration, HHS Office of the Inspector General, Drug Enforcement Administration, Food and Drug Administration, and etc.

  • Representation of physicians and hospitals in credentialing, medical staff, and managed care provider issues.

  • Consultation with various health care providers, including hospitals, health care entities and associations on a broad range of health care issues, including Prescribing and Dispensing laws, Stark, Fraud and Abuse, AIDS Legislation, HIPAA, and other aspects of State and Federal legislation and/or regulations affecting the health care industry.
